In Te Puna Aonui Business Unit, we think of ourselves as the backbone in a collective impact initiative. As such, we are the backbone connecting all of the resources required to implement Te Aorerekura/ a puna of resources.
The Business Unit supports government agencies to take a collective, community-led and people-centred approach to delivering solutions that prevent and respond to violence, strengthen and heal.

Emma Powell leads the team working with the Executive Board for the Elimination of Family Violence and Sexual Violence (the Joint Venture). She joined the team in December 2021, having worked at ACC for 11 years, where she held a number of senior leadership roles.
Emma was Chief Customer Officer at ACC, working to co-create solutions and deliver change for people. Emma led ACC’s Injury Prevention Strategy, forming multiple national and local partnerships over 3 years to deliver tangible outcomes and also led Whāia Te Tika, ACC’s Māori Strategy, which resulted in significant new funding, services, partnerships and initiatives spanning prevention to recovery.
Since 2010, Emma has worked closely with the sexual violence and family violence sectors and holds strong relationships with many sector leaders. She is an engaged, positive and outgoing executive leader who is committed to making a meaningful difference in the lives of New Zealanders by placing communities, tangata whenua and specialist sectors at the centre of design and decision making.
The Te Puna Aonui business unit is divided into four sub-units, each led by a Director that reports to the Chief Executive.

Enables Te Puna Aonui to be a high performing unit through the delivery of fit for purpose systems and support. The Group is dedicated to ensuring Te Puna Aonui’s success through the provision of enabling services, driving our financial management, annual business planning and performance monitoring practices, and ensuring robust organisational governance and reporting practices are in place. This group also champions our organisational culture and ways of working. They will lead the cross-function approach to ensure these are weaved into how we work as a unit. |
Enabling Transformation "To engage and learn" |
Leads the local, regional, and national enablement of Te Aorerekura, ensuring the actions and shifts identified are whanau-centred and iwi and community led. They lead the development of a self-sustaining system through growing the capability and capacity of the family violence and sexual violence workforces and the sector with targeted tools, support, and upskilling. They are responsible for developing and nurturing the partnering and engagement strategy, frameworks, and approaches that drive engagement and the delivery of effective solutions and support to the communities we serve. They are the system lead for gaining meaningful data and insights and building an evidence base to mobilise knowledge to inform better decisions, interventions, and learning. |
System Stewardship "To think and evolve" |
As the strategic thinker for the Family Violence and Sexual Violence system, this group works in partnership with the Enabling Transformation team to inform the future direction and iterations of Te Aorerekura, policy development and/or advice. They are responsible for maintaining a whole of Family Violence and Sexual Violence system view and providing leadership to ensure its long-term sustainability, health and integrity through the development and effective use of the key functions within the Group. |
Māori Equity and Outcomes "To guide and embed" |
Leads our strategic relationships with iwi and Māori. They work alongside the groups within Te Puna Aonui, providing advice and support, informed by their Te Tiriti expertise, to ensure our mahi creates meaningful impact for Māori. |
