What is Te Tokotoru?

Te Tokotoru is a whānau-centred model that provides an alternative starting point and approach to public sector investment in communities. Te Tokotoru was developed through work alongside whānau, families and young people and helps to move the public sector system from deficit service-driven models and crisis response, to focusing on what matters to communities in place.

This reference kit was developed for people in Te Puna Aonui agencies. The purpose is to help people understand The (Te) Tokotoru model, which is part of Te Aorerekura - the National Strategy to Eliminate Family Violence and Sexual Violence.

This reference kit:

  • Provides an overview of Te Tokotoru, why it’s important, and how it was developed
  • Explains the three dimensions of healing, strengthening and responding
  • Explains how Te Tokotoru helps to implement the shifts of Te Aorerekura
  • Includes examples of how Te Tokotoru is being used
  • Provides useful tools to help people apply Te Tokotoru in different contexts.

Te Tokotoru was developed out of several years of collective learning and mahi alongside whānau and rangatahi in South Auckland in particular, and enhanced by the mātauranga of many practitioners. We would like to acknowledge all of those that have supported it coming to light.


In understanding Te Tokotoru and its role in supporting the vision of Te Puna Aonui, we acknowledge in particular the many whānau, rangatahi and organisations who provided their experience at short notice to ensure what is shared was as robust and accurate to their experiences and aspirations as possible.


We would also like to acknowledge the extensive existing mahi and research upon which this work draws and is inspired by and mihi to the many people and whānau who, over many years, have shared their experiences, truths and hopes for a better way. Their lived experience provides the motivation and need for this work.

The Future Visualisation Project was rapidly developed over July to August 2020 by The Auckland Co-design Lab (The Lab) and The Southern Initiative (TSI) in collaboration with the Joint Venture on Family Violence and Sexual Violence, and with the generous support of whānau, community, and government partners.

The document was developed to help inform thinking and ongoing discussion about what integrated community-led responses, as a "new approach to invesment" in family violence and sexual violence, could look like.
