A clear investment plan is essential to achieving the vision of our National Strategy to Eliminate Family Violence and Sexual Violence.
Te Aorerekura sets an ambitious agenda to eliminate family violence and sexual violence in Aotearoa within a 25-year timeframe, through meaningful collaboration between the government, tangata whenua and the broader community. The development of a clear investment plan is essential to achieving this vision and is listed as the first action for the Action Plan for the National Strategy to Eliminate Family Violence and Sexual Violence.
The investment plan will underpin Te Aorerekura and will adopt the Tokotoru model.
as we seek to balance and align investment across the system into responding, healing, strengthening and the Te Aorerekura shifts. It will also guide future spending by drawing on work that is being developed such as Te Aorerekura Theory of Change and Outcomes and Measurement Framework.
The purpose of the investment plan is to provide a framework for future spending across the family violence and sexual violence sector and to help prioritise investment choices over the 25-year lifetime of Te Aorerekura.
We recognise the need for an investment plan which is responsive to shifts in thinking, research, and evidence. As such, the investment plan will be a “living” document which is regularly updated to reflect these changes. The investment plan will also enable community priorities to influence and help drive the direction of government spending on family violence and sexual violence activities. While it will help shape decision-making around government funding across the system, the investment plan will not itself commit government’s ongoing spending choices, as these are made through the annual Budget process and agreed by Parliament rather than at an individual agency or ministerial level.
Theory of Change, Outcomes and Measurement Framework
We have been working alongside communities to develop Te Aorerekura Outcomes and Measurement framework and Theory of Change. The Theory of Change provides a pathway for the elimination of family violence and sexual violence in Aotearoa New Zealand by outlining the key outcomes and processes needed to achieve the six shifts under Te Aorerekura. The Outcomes and Measurement Framework measures the progress made towards achieving the shifts, and ultimately, the vision of Te Aorerekura.

To develop Te Aorerekura, the Joint Venture undertook extensive public engagement from May - June 2021. From that engagement, ten analysis papers(external link) were produced summarising what government heard from key stakeholder groups in the family and sexual violence system.
The ‘main themes / bottom lines’ mentioned in these papers have contributed to the knowledge needed to develop an investment plan, alongside further insights gained from more recent engagements Te Puna Aonui has done with communities and localities.
